China access pathway and commercial opportunity assessment to inform launch prioritisation
Assessment of the feasible early access/commercial access pathways for a high value orphan therapy in China, and requirements for implementation (and prioritisation relative to other planned launch markets)
Context
The Challenge
- The company was developing an innovative therapy for a pediatric orphan disease with high levels of unmet need
- The commercial, pricing and value & access teams were aware of the potential commercial opportunity within the Chinese market, however required an analysis of the potential commercial value of various access pathways, the practical/resource requirements for implementation, and implications for the likely positioning of China within the global launch order planning
Requirements
Project Objectives
- Define pathways and administrative/operational requirements for early access and routine reimbursed access for the pediatric orphan medicine in China
- Explore the potential value of early access through the Boao Lecheng International Medical Tourism Pilot Zone (including opportunities for Chinese data generation)
- Define the opportunity and price/volume implications of reimbursement through the NRDL or the Commercial Health Insurance Innovative Drugs List (CHIIDL)
- Understand the likely practical requirements for executing a launch programme in China
Methodology
Our Approach
- Internal insights and additional desk research were used to map the pathways and administrative/operational requirements for early access and routine reimbursed access for the pediatric orphan medicine in China
- Primary research was completed with a representative sample of clinical (KOL) and HTA/payer stakeholders to define the predicted patient access opportunity in China, associated evidence requirements, and implications for pricing/uptake based on scenarios for early access, NRDL inclusion and CHIIDL inclusion
Outcomes
Value Delivered
- The client received a detailed understanding of the commercial opportunity for the pediatric orphan medicine in China, including the optimal access pathway/strategy and practical requirements for implementation
- The analysis supported the prioritization of China in the context of other planned global launch markets (and an understanding of the likely investments required)
