Executive Advisor (Value & Access)

Dr Rosemarie (Rosie) Delaney is an accomplished Market Access and Pricing leader with over 25 years of experience across pharmaceuticals, biotech, vaccines and medical devices. She brings deep expertise in global market access strategy, pricing and reimbursement, international reference pricing (IRP), value development and health technology assessment (HTA), supporting companies navigating increasingly complex global pricing and policy environments.

Rosie offers a rare combination of senior in-house leadership experience within global pharmaceutical organisations, and independent consulting expertise, enabling her to advise clients with a strong understanding of both corporate decision-making and practical execution.

Her most senior leadership role was at Indivior UK, where she led European and Canadian Access and Pricing strategies for treatments in Opioid Use Disorder. She has also held senior Market Access roles at Bristol-Myers Squibb (Cardiovascular Europe) and Sanofi Pasteur MSD (Vaccines, UK), underpinned by a strong commercial background from her earlier career in marketing and leadership roles at Servier Laboratories Ltd and Pall Medical. This blend of commercial and access experience gives Rosie a broad perspective on value, pricing, and access strategy. She began her career in academia, as a Lecturer in Clinical Pharmacology giving her a strong scientific foundation and a rigorous, evidence-based approach to strategy development.

Alongside her industry career, Rosie has extensive consultancy experience, providing fractional and project-based support to pharmaceutical and biotech companies including Pfizer, Norgine and Eisai EMEA, across multiple therapeutic areas, including Oncology, Atrial Fibrillation, Iron Deficiency Anaemia & Asthma.

In recent consulting engagements, Rosie has supported biotech clients on projects in Oncology and Anti-microbial Resistance, with her most recent work focused on evaluating the ex-US implications of emerging Most Favoured Nation (MFN) pricing policies, including international reference pricing exposure and launch sequencing risk.

Through Delaney Pharmaceutical Consulting (DPC) Ltd, Rosie partners with organisations seeking experienced strategic support, helping teams define value, assess policy risk and make informed global access and pricing decisions.
